Proposals Under Development

The Community Communications Working Group has developed two preliminary proposals for facilitating LCON communications.

The first proposal, a rough draft of a neighborhoods based documentation project, was submitted  to the City of Louisville Neighborhoods Office in January. The second, a short term strategic and operations communications project (below), was submitted to the City of Louisville Neighborhoods Office in March. It is our understanding that decisions regarding both proposals have been delayed, though we have received no written communication regarding the proposals. Since the deadlines for moving forward with the short term activities of the working group have passed, we are circulating updated versions to other potential funders.

Therefore we are posting modified drafts of the proposal here on the site as we prepare next versions for distribution to local partners and national funders.

Executive Summary

 

Purpose:

 

The Community Communications Project will provide communications services and planning support for Louisville Community Design Center facilitated Neighborhoods Projects, in particular, the Louisville Coalition of Neighborhoods (LCON).

 

Approach:

 

Short term communications services coupled with long term communications planning will lay the groundwork for more effective ongoing communications for Louisville neighborhoods and community networks. In supporting neighborhoods based communications, the Community Communications project provides infrastructure and planning support for neighborhood based problem solving and common action.

 

Deliverables:

 

The Project will manage the creation of systems for short-term coordination of LCON and LCDC communications. The Project will develop proposals for short-term and long term Communications Plans for LCON and LCDC.

 

Budget:

 

$TBD for a Communications Consultant and Communications Services support.

 

Schedule:

 

March 13 - May 17,  2002.

 

Outcomes:

 

The Community Communications Project will:

 

    1. Establish functioning communications services for LCON.
    2.  

    3. Support planning for the communications activities of LCON, including communications channels, media relations and public events.
    4.  

    5. Recommend, develop and manage workable short term and long term communications initiatives for LCON and LCDC and community partners.

Deliverables

  1. Communications Services:
  2. These services will be based in community driven inter-neighborhood communications and include: Internet services, Site development, management, and transition to LCON members.

     

      1. Mailings management
      2. Newsletter management
      3. Open calendar postings
      4. Open listserv management
      5. Secure but open architecture
      6. Neighborhoods multi-media projects management
      7. Interconnectivity: global and local links and services,
      8. Issues postings, forums, and collaborations
      9. Direct access to diverse information and media services for community research, documentation & problem solving
      10. Design and Development of neighborhoods based community modeling and simulations
      11. Organizing diverse neighborhoods based community dialogue processes

    A beta version of the sites which is already in place as the primary Internet service of LCON can be seen at

    http://louisvilleneighborhoods.org. This beta site uses totally free services and is not yet integrated with higher level functionality, but indicates future sites directions.

     

    1. Short Term Community Communications Plan:
    2. This plan will outline goals, opportunities and action agendas for current and near term communications needs identified through the Louisville Coalition of Neighborhoods process. This plan will inventory and coordinate existing community communications resources to accomplish these goals, including:

       

      1. The communications services identified above
      2. Neighborhood knowledge base: organizations, data and resources
      3. Support for neighborhood organizations communications planning needs
      4. Public affairs services including coordinated media releases and public relations.
      5. Collaboratives of neighborhood organizations, community leaders, facilitators and neighborhoods based dialogue networks

        1. Long Term Community Communications Plan
        2. :

          This Plan will research, identify and propose strategies for development or acquisition of communications resources that meet the needs of LCON for the long term. In addition to the typical channels described in the short-term plan, the long-term plan will undertake a strategic review of needs, resources, models and partnering opportunities. Anticipated elements of the plan include:

            1. Base and Contingency plans
            2. Community Communications learning processes
            3. Networks analysis
            4. User needs assessment methodology and implementation
            5. Informatics analysis
            6. Infrastructure analysis
            7. Cost-benefit/effectiveness analyses
            8. Market analysis
            9. Communications visioning
            10. Modified Delphi /survey reviews
            11. Enterprise plans
            12. Evaluation methodologies
            13. Media, telecommunications and computing quantitative / qualitative resource inventories and indicators
            14. Comparative indicators integration
            15. Foresight/Trend-impact analysis
            16. Operations plans
            17. Revenue analysis
            18. Design/build/procurement
            19. Scenario generation
            20. Fundraising/Development planning
            21. Integrated strategic planning
            22. Consortia planning

           

          1. Final Report

            The final report will summarize findings and make recommendations based in the planning phases of the project. The final report will form the basis for funding and action on a variety of communications initiatives. It is anticipated that this will include face-to-face, Internet, telecommunications, and print based interactive and mass media community communications initiatives.

            Staff and support services from LCDC.

            Volunteer and other support through LCON, LCDC and collaborating community organizations. Advisory: LCDC, LCON, Adena Institute Working Group, City of Louisville Neighborhoods Office, Metro United Way, Community Communications Project Advisory Committee, others. It is anticipated that a variety of additional material and services support will be provided on an in-kind basis from LCDC, MUW, LCON and other partners and community organizations.
