 Minutes
 December 3, 2002

Present: John Baker &Emily Boone, Co-Chairs, Steve Tipton, Michael
Baugh,David Silverman, Quinn Drake, Darlene Ingram, Melvin Ingram,
Ron Washington, Geneva Wright, Paul Schulmann, Patricia Bell, Roberta
Hickman, Theresa Stanley, John Hartmann, John Greathouse, Sr.

Approved by consensus the November 7, 2002, minutes as written.


The Smoketown Neighborhood Association expressed support for
increasing the mix of single-family residences in their
neighborhood.  Concern was expressed that the UN zoning
classification will adversely affect the diversity of Smoketown.

John Hartman presented information about "Clean Money Kentucky" a
campaign finance reform movement that proposes state funding for
elections.  Contact John at jhartma9@bellsouth.net.

Following a wide-ranging discussion the following recommendations are
being submitted for membership approval.

1.That issues brought to the advocacy committee be designated as
either an issue that impacts all neighborhoods or an issue that
effects only one or several neighborhoods.
2.That the membership prioritizes the issues to be considered by the
Advocacy Committee.  That the 6/15/02 "Congress of Neighborhoods"
issues be considered (survey to be prepared in conjunction with the
Communications Committee for you to begin expressing your
neighborhood's issues). Consider the neighborhoods survey available
from the Community Resource Network (Roberta Hickman to coordinate).
3.That the Board of Directors meeting with the Communications
Committee in mediation with Just Solutions with the goal of
establishing an open, democratic, and responsive list serve.
