 Minutes
 November 7, 2002

Present: Emily Boone, Co-Chair, Pat Germany, Steve Tipton, Michael
Baugh,
David Silverman.

Approved by consensus the October 16, 2002, Minutes as written.
Announced that the main Agenda Item on the LCON Meeting at the United
Way on
November 14, 2002, will be the discussion and approval of the
recommendations
from the Advocacy Committee.

Issues Discussed and Recommendations:
1. Health Care - tabled until Doug Lowry can present it.
2. Land Use - Steve Tipton and Michael Baugh will put into written
form what the committee agreed upon.  Steve and Michael will send
that to John Baker to be included in the minutes and to all the
committee members.  Following received from Steve Tipton:
We the members of LCON propose a moratorium on all new development
and rehabilitation in regional Louisville be put in place, until an
ordinance for full binding neighborhood control and veto power for
each district is in place.
That within this ordinance all new development and rehabilitation
be based on a Village Form neighborhood with all infrastructure in
place and within walking distance (park, playgrounds, stores, police,
postal service, etc.) and conform to sustainable, renewable design,
development, and construction practices guidelines.

(verify full name), and other references as described in prior draft
copy, after verification of title and content.
3. Performance Measures were discussed.  David Silverman had copies
of his email
sent today.  This will be on the agenda for next month.
